Meet The Father's Heart Leadership Team

David Campbell Jr., Lead Pastor

Pastor Dave grew up in the Vestal, NY. His desire is to simply connect people who do not know Christ into a real and life changing relationship with Him.

Pastor Dave knew he was called into ministry as a teenager, but the road of preparation has been an interesting one. After working as a Physical Education teacher in the Spencer - Van Etten School district, Pastor Dave took a part time position as an Outreach Pastor at City Church in Binghamton NY. He eventually began to serve full-time as both the Outreach Pastor of the Binghamton Campus and the Campus Pastor of the Norwich Campus.

God then directed him to Tracy Creek where he served as the Lead Pastor. Now God has opened to door to plant the church that God has always placed on Pastor Dave's heart. When Pastor Dave is not involved in ministry he enjoys spending time with family, writing, coaching, and working out. Contact Pastor Dave

Jennifer Arbach,
Director of Women's Ministries, Host Team & Graphic Design

Jennifer serves as Host Team Coordinator and  graphic designer for The Father’s Heart. A native of Brooklyn, New York, Jennifer made her way to Upstate NY by way of New Jersey as a teenager, and Forest Lake Pennsylvania where she raised her 4 children. Seven of those years were spent homeschooling them until after 21 years of marriage, her divorce led her to relocate to the Binghamton area.

Raised in a devout Catholic family, Jennifer knew from childhood that there was more to faith than what she had been taught. She accepted Christ at age 25 and has always been involved in church life, serving in many areas of ministry including worship, VBS, children’s Sunday School, Usher, Greeter, Hospitality, Women’s Ministries, and teaching, often leading in those areas.

In 2001, Jennifer and Rick, who met while attending First Assembly of God, Binghamton (now City Church) wed and live in Apalachin. Together, they have 6 children and 16 grandchildren scattered in 3 states. In her spare time, Jennifer loves to garden, bake, spend time with family and friends and play the ukelele. Gregg Lissner,
Director of Men's Ministries

Gregg Lissner grew up on Long Island and is a 1980 graduate of SUNY Brockport. A
career in sales and sales management led him to Upstate in 1991 and to Broome County in
2007. He currently lives in Maine with his wife, Shari, and two of his six children.

Raised in the Catholic church, Gregg was always drawn to the Lord, continuing to attend
church through high school and college and while raising his children. Over the years, the
allure of church fell away, but never the longing to know more and fill the empty feeling that only
knowing Jesus can fill. It was not until age 50 that Gregg accepted that Jesus was both his
Lord and Savior, and gave his life to Christ.

Since joining The Father’s Heart in 2021, Gregg has served in many capacities, including
hospitality, as a deacon, and now leads our men’s ministry. He also serves on the Board of
Directors at Path of Life Camp in Port Crane. Gregg spent many years coaching and
running youth sports programs and now enjoys his free time with his 3 grand daughter. Contact Gregg

Dom,
Director of Outreach & Church Elder

Coming from a history of insecurity, abuse, drugs, alcohol, living on the road, living on the street, a broken marriage, losing a house, and having everything taken away twice, my strong-headedness (stubbornness), lies, and thieving has qualified me for the human condition of Sin, only redeemable (made right) through a personal relationship with Jesus Christ.

I may have several roles, including Husband to a wonderful wife, Elder at the Father’s Heart, Elder Bikers for Christ, Street Outreach coordinator, Head of the Food Pantry for those in need, Deacon, Worship and Jail ministry, but it ultimately comes down to one title: (A Child of God).

I am a man saved by the grace of God (not of my own doing), transformed by (being made new, (a new creation), and being reformed daily (sanctified) by the blood of Jesus Christ. Through His Word, prayer, and my relationship with Him, I have been given life—a man destined for death, now and forever. Thank You, Jesus!     Contact Dom

Paul Toro,
Director of Homeless Outreach & Free in Christ

My name is Paul Toro, and I am known as the Church bus driver, but I also lead several
ministries through Free in Christ Services, which currently includes, but is not limited to,
homeless outreach and addiction recovery. The focus of Free in Christ Services is to
help those who struggle as a result of a lack of, or separation from, Jesus Christ. I am a
faithful servant to my Lord and Savior, a husband to my lovely wife Melinda, a father, a
grandfather, a brother, an uncle, a friend, and an ally to anyone with struggles. I have had
many diverse careers, like Certified Electrician, Certified Medical Assistant, and Certified
Nurse Aide. But today I've been blessed with a wonderful career as a Street Outreach
Coordinator for the Southern Tier AIDS Program, working primarily with those suffering
from addiction who are homeless or destitute. I am certified by the NYS Department
of Health as a Certified Narcan Instructor and trainer of trainers. However, I am most
honored to serve the Lord here at The Father’s Heart.

I come from Washington Heights, Manhattan, one of the roughest and toughest
neighborhoods in New York City. At the age of 14, I attended a youth group that was run
by a charismatic sect of the Catholic Church, and at 16, I became a missionary, where I
received a fully submerged baptism, encountered Jesus, and experienced the Holy
Spirit. Being so young and having no direction or discipline, I lost my faith and turned
my back on the Lord. This led me to sex, porn, drugs, alcohol, and misfortune. For about
35 years, I had no real relationships, no true sense of self, and no care for myself or
others. I turned to Alcohol the most, then my consequences caught up, and I found
myself either in jail or a hospital bed. I lost everything, even my ability to walk, and my
will to live. But the Lord never gave up on me.

I began to pray, fully surrendered, and accepted salvation when I realized he was
always there. Today, I draw strength from the Joy that comes from a close relationship
with Jesus. He helps me retain inner peace, which helps me spread happiness to
those around me. He helped me realize that we all have a journey, a path through life
which we pave into a road behind us. When I look back on this road, I not only see the
journey I took, but I also see those who travel that road behind me. And through the intimacy I
share with the Lord, he has compelled me to help those with the same struggles. So
today I serve, not only through The Father’s Heart, but in everything I do.            Contact Paul
